How does the PSC Operate?
The administrative and financial organizational scheme of the PSC Programme, are described in the Regulations of the PSC, agreed upon in a special meeting of the Joint Committee of the Sustainable Development Agreements, 18 and 19 of May 2005, at The Hague.
The Regulations of the PSC plus the Handbook of procedures set up of the administrative structure that allows PSC activities to be implemented.
The figure below describes the PSC organizational structure: Joint Committee, the Management Board, the Secretariat and the National Mechanisms (NMs).

› Joint Committee
The Joint Committee of The Programme for South-South Cooperation on Sustainable Development (PSC) is comprised of the high level representatives from each partner country, and provides political support and policy directions to enhance implementation of the PSC. The Joint Committee is required to meet at least once every two years. The Representatives of the government of the Netherlands are invited to the Joint Committee meetings.
› Management board
The Management Board (MB) of The Programme for South-South Cooperation on Sustainable Development (PSC) is comprised of three directors or formally appointed representatives of the National Mechanisms for Sustainable Development in Benin, Bhutan and Costa Rica.
Although governmental representatives and additional delegates from each country may participate in the Meetings, each partner country has only one vote. Decisions are made on a minimum of two votes but a consensus is preferred. The MB meets twice a year and the Meetings are held in English.
The MB decides on the policies governing the PSC and on the allocation of funds to PSC projects and components. The MB jointly appraises funding to proposals submitted by the National Mechanisms, which are evaluated against set criteria and policies.

› PSC Secretariat
As administrator of the Programme for South-South Cooperation on Sustainable Development (PSC) Fund, the National Mechanism of Costa Rica will provide the PSC Secretariat (Fundecooperación). Tasks of the PSC Secretariat include, but are not limited to:
- Implementing the decisions taken by the Management Board (MB).
- Monitoring the progress of PSC implementation.
- Preparing and managing MB and Joint Committee meetings.
- Arranging the transfer-of funds for approved projects of the National Mechanisms concerned, on the basis of disbursement request, within the reasonable funding limits.
- Checking plans, proposals and reports against set criteria and policies before submitting them, with comments and recommendations to the MB members.
- Preparing consolidated PSC multi-year, annual plans, multi-year and annual reports, and ensuring annual auditing takes place.
- Keeping documentation, the bulletin and website up to date.

› National Mechanism
The National Mechanisms for Sustainable Development (NM), designated by the governments of Benin, Bhutan and Costa Rica, and properly assessed of their administrative and management capacity, will act as the key players for the PSC at the national level.
